Under contract to the Bureau of Indian Affairs, RPKA was retained to design a new 3.7 mile, $6 million road to divert traffic around the airport runway and to serve the community as the link to the new solid waste facility. The firm was responsible for:

  • Environmental assessment
  • Feasibility study
  • Preliminary engineering
  • Road location survey
  • Road location mapping
  • Road location study
  • Geotechnical investigation
  • Hydrology study
  • Final road design
  • Final drainage design
  • Preconstruction activities

Public participation was an important aspect of the project, which RPKA handled in-house. Key elements involved leading all meetings with the City of Kotzebue and their City Council, to obtain approval from all pertinent agencies and in-house BIA groups.
