New Road Design

RPKA provided planning, design, and construction management for 3.5 miles of road located on St. Lawrence Island across barren tundra and permafrost. Savoonga had a safety problem with vehicle traffic on the airport runway. This new road routes vehicle traffic around the runway to alleviate safety hazards. This project was performed under P.L. 93-638 Tribal workforce development and force account construction. RPKA served as Savoonga's subconsultant for construction management, training their staff in bookkeeping and computer usage, as well as, buying construction equipment and overseeing the shipment of equipment to Savoonga. In addition to design, services included:

  • Feasibility study
  • Geotechnical investigation
  • Environmental clearance survey and assessment
  • Hydrology
  • Drainage
  • Permits
  • Public hearings
  • Coordination between Savoonga and BIA
  • Construction inspection
